better than we were and have been for a few yearses now. and yet, today, in texas, another round has just begun of unpaving the roads. seriously. in four counties in south texas, and two counties in west texas, today is the day state started converting paved roads into gravel roads. texas state department of trn transportation made the announcement last month. "since paving roads is too expensive and there's not enough funding to repave them all, our only other option to make them safer is to turn them into gravel roads. t "it's not like they're saying gravel roads are better, figured out grounds on which gravel roads are pleasing or sound, or get the most out of your performance car. those are not artisanal roads. roads in texas are being unpaved because pavement is something we cannot afford there anymore. in this part of texas it's happening because of the "sharp increase in heavy traffic due to the oil boom." the damage related to energy development has become so extensive that state and local authorities lack the funding to make all the repairs. the problem increased heavy equipment

that you talk about, you take legal means, legal action-- the attorney general is suing the state of texas over voter id. he's talking about rolling back mandatory minimum sentences. and at the same time, the supreme court seems to be heading in the opposite direction. how do you get done what say you want to get done in leveling that playing field? >> well, i would distinguish between civil rights issues, voting rights issues, some of the core legal protections that came about in 1964. you know, in those areas, it's true that we've had some opinions, the most prominent one being the case where the roberts court struck down a key segment of the voting rights act, where we just have to try a whole range of approaches to make up for those decisions so i will be working with people like john business and reaching out to both republicans and democrats in congress to see if congress is prepared to amend the voting rights act, to ensure that people are not being prevented from voting. but congress doesn't move real quickly around here, and if we can go ahead and move administratively, so that ou

baltimore headed to austin, texas, forced to make an unscheduled landing after a passenger tried to exit the emergency exit midair. this goes under the category of worst nightmare. >> the flight diverted to memphis because the passenger tried to open the emergency exit. the southwest airlines spokesman said it looked like the flight 265 diverted because of an unruly passenger. other passengers on this plane saying it was members of the military who happened to be riding on this flight who subdued the man and held him until help could come in memphis last night. of course it's impossible to open the door of a plane while it is midair but it is incredibly frightening for all those involved. some of the passengers said it didn't appear he was drunk. some said it didn't appear this passenger was unruly one passenger telling one of our affiliates the person said he didn't want to live anymore. unclear what the motive was but the flight was safely delivered to austin and those passengers deplaned. z>> we'll find out, thanks so much, christine. >> good news for a ran come situation handled very
